The
New Local Government Network (NLGN) makes some suggestions about what
Eric Pickles' £250 million for bin collections could be spent on instead. Pretty much all of these sound a better idea than introducing ineffective waste collection to reduce recycling.

Shame they don't mention how many libraries could be kept open (although to be fair the costs of libraries probably vary significantly both between and within Local Authorities)
